Current News Building update Latest News Carter Homes have made considerable progress to the upper section of Phase 2a. They are currently running a little behind programme however, mitigation is in place to recover this time over the next four to six weeks The upper section of Phase 2a requires the existing Dunmowe Way road to be moved. The stopping up order has been made and we are now into the six week 'challenge' period where objections can be made to the Secretary of State. Timber frames and scaffolding erection are almost complete to 11 plots, as are the foundations and substructure to a further 6 plots. Carter Homes are still anticipating handover of the first 25 homes by early 2012. The official launch of the open market sales units will take place in the first week of September 2011. Previous News Phase 1A The handover of Phase 1A is complete and all the 45 new homes are now occupied. The moving in process went well, and feedback from residents about both the move and their new homes has been very positive. We feel we have achieved a good outcome working as a team on site with the residents. The Parish Council Meeting Rooms & Library handed over in early May 2009 and is already busy and a growing resource for the entire community of Fulbourn village. The Fulbourn Ph 1A Opening was held there on June 9th 2009 and was a great success. I would like to extend our thanks to the Residents Panel members and all the residents for their patience where necessary and their good humour throughout the process. ![]() Phase 1B Despite our best efforts in conjunction with SCDC Ecologists’ advice on nest blocking out of swift season, the swifts returned in great numbers and found alternative and not predicted nest sites on the blocks due for demolition. However in late August ecologists confirmed that all the swifts had flown back to sunnier climes and demolition was able to start that began Phase 1B of the scheme and the building of a further 74 new homes. Plans for phase 1B were shown at an open day on 2 September 2009 at The Swifts. It was well attended by residents and other interested parties from Fulbourn and hopefully was able to provide useful information. Accent Nene are very pleased to report that in November 2009 we secured some grant funding for the 34 new rented homes on Phase 1B. The new funding requirements ask that all funded homes be more energy efficient hitting a new standard called Code for Sustainable Homes. To achieve this standard we have added photovoltaic panels to the roofs to provide electricity from sunlight, and a mechanical ventilation heat recovery system to each home to ensure the circulation of clean filtered air through the new home; warm in winter and cool in summer. Clearly some redesign work was needed to accommodate these changes and the timber frame manufacturer needed to adjust production runs to link in with the changes which has resulted in some programme adjustments. In addition to that as you will all be aware the extremely hard winter has also had an impact on the speed of build. It is therefore estimated that the final plots will now complete in early 2011. Phased handovers will take place from summer 2010 through to the end of the contract. The planning application for phase 2A has now been submitted and we expect a decision from the planners in the summer of this year. If we are successful with this planning application phase 2A will comprise 59 new homes of a similar mix of rented, shared ownership and outright sale to phase 1. At the same time, we will be seeking a building contractor for phase 2A. We are required by European law to use the Official Journal of the European Union to advertise a build contract of this size and this process has now begun.
